Біополітика і медицина: соціально-філософський аспект

Abstract

Актуальність концепції біополітики виходить за межі суто політології, впливає на всі аспекти суспільного життя. В статі розглядаються питання, пов’язані з формуванням і актуалізацією біополітичного дискурсу в умовах загострення демографічної ситуації, зміни підходів до визначення функцій держави на основі міждисциплінарного підходу в контексті філософії медицини. Різноманіття підходів демонструє, що представники різних наук (медицина, демографія, соціологія, політологія, природничі науки, філософія) вкладають власний сенс в біополітичний дискурс. Відтак, можемо констатувати, що на сьогодні в науці відсутнє системне визначення біополітики. Ця галузь знань потребує подальшого поглиблення, концептуалізації та визначення її місця в системі наукового знання. Біополітика представляє собою сферу міждисциплінарних досліджень, поєднує наукові розробки філософії, біології, медицини, соціології, демографії, політології, культурології з метою розуміння тенденцій розвитку сучасного світу. Метою дослідження є теоретико-світоглядне переосмислення і вивчення питань біополітики, біовлади із залученням даних і результатів досліджень з філософії, політології, соціології, гендерних досліджень, медицини. Розглянуто фактори, що обумовили нагальність цього концепту, та його філософські основи. Зроблено висновок про те, що в процесі концептуалізації предметної сфери дослідження сьогодні існують різні підходи залежно від сфери наукових інтересів, єдино визнана в науковій спільноті дефініція біополітики відсутня. Ми пропонуємо визначення біополітики в рамках міждисциплінарного зв’язку з філософією медицини та біоетикою як ухвалення політичних рішень, що стосуються фізичного (біологічного) життя людини (влада над тілесністю). Біополітичний науковий дискурс демонструє нову логіку взаємодії державної політики і людського життя; пояснює механізми, через які людське життя, наше біологічне існування структурується державною владою; сприяє новому розумінню закономірностей трансформації та напрямків розвитку сучасного суспільства і цивілізації. The relevance of the concept of biopolitics goes beyond political science and affects all aspects of public life. The article deals with the issues related to the formation and actualization of biopolitical discourse in the context of aggravation of the demographic situation and changes in approaches to defining the state functions based on an interdisciplinary approach in the context of the philosophy of medicine. The diversity of approaches demonstrates that representatives of different sciences (medicine, demography, sociology, political science, natural sciences, philosophy) put their own meaning into the biopolitical discourse. Therefore, we can state that today there is no systematic definition of biopolitics in science. This field of knowledge requires further deepening, conceptualization and determination of its place in the system of scientific knowledge. Biopolitics is a field of interdisciplinary research that combines scientific developments in philosophy, biology, medicine, sociology, demography, political science, and cultural studies to understand the trends in the development of the modern world. According to the analysis, it can be assumed that the development of digital technologies and the digitalization of social life has an impact on the human psyche and is one of the causes of the mental illness of digital schizophrenia as a complex social phenomenon of our time. The study aims to theoretically and ideologically rethink and study the issues of biopolitics and biopower using data and research results from philosophy, political science, sociology, gender studies, and medicine. The factors that have led to the actualization of this concept and its philosophical foundations are considered. The author concludes that in the process of conceptualizing the subject area of research, there are different approaches depending on the area of scientific interest, and there is no single definition of biopolitics in the scientific community. We propose a definition of biopolitics in the framework of interdisciplinary connection with the philosophy of medicine and bioethics as political decision-making concerning a person's physical (biological) life (power over corporeality). The biopolitical scientific discourse demonstrates a new logic of interaction between state policy and human life; explains the mechanisms through which human life, our biological existence, is structured by state power; promotes a new understanding of the patterns of transformation and directions of development of modern society and civilization.
